The inaugural edition of SIREXE, scheduled from 27 November to 2 December 2024, will highlight a country renowned for its exemplary management of natural resources: the Kingdom of Norway.

With several decades of expertise in the oil, natural gas, and energy sectors, Norway stands out as a model of ethical, sustainable, and innovative resource management. Through its bold policies and its ability to balance resource exploitation with environmental preservation, Norway offers an inspiring path for nations seeking the sustainable development of their extractive industries.

Norway: A Nation Built on Exemplary Oil and Natural Gas Management

Norway is often cited as a model for natural resource management, particularly in the oil sector. Since the discovery of oil in the North Sea in the 1960s, the country has successfully transformed this resource into lasting prosperity. Today, Norway ranks as the fourth-largest exporter of natural gas globally, behind major players such as the United States, Saudi Arabia, and Russia. Unlike many other oil-based economies, Oslo has consistently pursued a prudent and transparent approach to managing its fossil fuel resources.

One of the most remarkable aspects of Norway’s resource management is its sovereign wealth fund: the Government Pension Fund Global (GPFG), the largest sovereign wealth fund in the world. Financed by revenues from hydrocarbons, the fund now exceeds USD 1 trillion. Its objective is both simple and ambitious: to ensure that the wealth generated from oil and gas benefits not only current generations but also those of the future.

By refraining from directly channeling oil revenues into the domestic economy, the fund protects Norway from the fluctuations of global hydrocarbon markets, while securing a stable and prosperous future for its population.

A Cutting-Edge Energy Transition

Norway’s excellence extends beyond hydrocarbon management. Aware of environmental challenges and the inevitable depletion of fossil resources, the country has implemented a visionary energy policy, placing renewable energy at the heart of its development. Today, 98% of Norway’s electricity is generated from renewable sources, primarily through its impressive network of hydroelectric power plants. This record rate positions Norway as a global leader in clean energy production.

Beyond its energy policy, Norway stands out for its ongoing efforts to reduce greenhouse gas emissions. The country is committed to achieving carbon neutrality and is pursuing a range of innovative initiatives to reach this goal.

One of the most significant initiatives is the development of carbon capture and storage (CCS) technologies, which allow CO₂ emissions from industries to be captured before they are released into the atmosphere and then stored deep within offshore geological formations. Carine Smith Ihenacho, Director of Governance and Compliance for Norway’s sovereign wealth fund, stated in a press release that the goal is “to achieve net-zero emissions by 2050 at the latest for all relevant companies.” This commitment is particularly meaningful given that the fund is the largest in the world. “We will actively collaborate with companies to help them meet this target, establishing ambitious interim milestones and developing strategies to reduce both their direct and indirect greenhouse gas emissions,” added the director.
It is clear that Norway does not limit itself to being an oil and natural gas producer. The country invests in solutions that could significantly reduce the carbon footprint of its industry while contributing to the global fight against climate change. This model of innovation is especially relevant for resource-rich African nations such as Côte d’Ivoire.

Norway’s success in managing its natural resources is largely built on close collaboration between the public and private sectors, exemplified by the national energy company Equinor. As a global leader in oil and gas exploration and production, Equinor plays a central role in Norway’s economy. However, the company’s mission goes beyond profit maximization; it also embodies Norway’s commitment to ethical and sustainable practices.

Revenues generated by Equinor are not simply distributed to shareholders; they are channeled into the sovereign wealth fund, thereby strengthening the country’s financial security. Moreover, Norway enforces strict taxation on the oil industry, with high tax rates ensuring that the benefits of natural resources flow back to the state and, by extension, to its citizens.

A Model for Africa: Balancing Resource Exploitation and Sustainable Development

Norway’s selection as the Guest Country for SIREXE 2024 was a natural choice. Its sustainable and equitable management of natural resources serves as a model that African nations rich in minerals and hydrocarbons can draw inspiration from. Côte d’Ivoire, in particular, aims to strengthen its mining and energy sectors to accelerate socio-economic development while protecting its ecosystems.
With Norway as Guest of Honor, SIREXE 2024 provides a platform for dialogue that could shape a new era for Africa’s extractive resources: one of sustainable prosperity.
